RFP SJVLS 16-003: E-Rate Category 2

Purpose

The San Joaquin Valley Library System is seeking to enter into a multiyear contract with a qualified vendor who can provide wired and wireless (WiFi) network equipment and related services to SJVLS branch libraries.
This RFP is for E-Rate Category 2 equipment and services only. NO telecommunications are involved in this RFP. The text below is solely to describe the lager environment.

Background

SJVLS currently serves 108 library locations in the counties of Fresno, Kern, Kings, Madera, Mariposa, Merced and Tulare. The current wide area telecommunications network utilizes leased data circuits with port speeds ranging from 1.54Mbps to D10Mbps connections. Service locations are spread out across four (4) LATAs and include Incumbent Local Exchange Carrier (ILEC) territories of Ponderosa, Sierra Telephone, Sebastian, and Frontier, as well as AT&T and Verizon. Service is currently provided by AT&T under the Calnet 3 agreement. [see Network Diagram at sjvls.org]. The current wide-area-network utilizes AVPN (MPLS) technology and supports TCP/IP based applications required for library operations including filtered Internet access, multiple intranets, and a shared integrated library system. Most routers are currently provided under a managed service agreement SJVLS owns some Cisco Router for * headquarter locations as well as all switches. Internet service is currently provided by CENIC and is not a part of this RFP.
