RFP SJVLS 16-002: Telecommunications Services

Purpose

The San Joaquin Valley Library System is seeking to enter into a multiyear contract with a common-carrier telecommunication vendor who can provide telecommunication services connecting member libraries and their branches to the SJVLS data center at 2420 Mariposa Street, Fresno, CA 93721. In addition, it seeks contracts for analog telephone (POTS) service, long distance, and incoming 800 service to support its automated telephone notification and renewal system.

Background

SJVLS currently serves 108 library locations in the counties of Fresno, Kern, Kings, Madera, Mariposa, Merced and Tulare. The current wide area telecommunications network utilizes leased data circuits with port speeds ranging from 1.54Mbps to 10Mbps connections. Service locations are spread out across four (4) LATAs and include Incumbent Local Exchange Carrier (ILEC) territories of Ponderosa, Sierra Telephone, Sebastian, and Frontier, as well as AT&T and Verizon. Service is currently provided by AT&T under the Calnet 3 agreement. [see Network Diagram at sjvls.org]. The current wide-area-network utilizes AVPN(MPLS) technology and supports TCP/IP based applications required for library operations including filtered Internet access, multiple intranets, and a shared integrated library system. Currant service includes managed Cisco routers provided by AT&T and SJVLS-owned. Internet service is currently provided by CENIC and is not an optional part of this RFP.
