SmartPay upgrade

Update 9/26 - There were some snags with the custom programming, so we have been rolled back to our previosly installed version.  There is no scheduled date/time to retry the upgrade at this time.

Update 9/25, 9:13 AM - There has been no word from the vendor, and no indication of test transactions, so we are assuming that the work has been postponed and that it is OK to use SmartPay.

Posted 9/24:The SmartPay online payment system will be down for upgrades on Wednesday, 9/25 between 6 AM and 9 AM.
